Abstract

We show the asymmetric behaviour of energy poverty in Africa to positive and negative shocks in female economic empowerment. One policy conclusion of the finding is that energy poverty is anti-sticky in Africa. Thus, energy poverty typically rises to a greater extent for concurrent decrease in female labour force participation rate than it falls for concurrent increase. Energy policy should prioritize gender economic inclusion.
